Join Prommac as an HSE Officer in Uzbekistan and help maintain safe, compliant and responsible working environments across demanding maintenance and shutdown project activities. This on-site position requires a safety professional who can confidently identify workplace risks, maintain regulatory compliance and work closely with employees, supervisors and client representatives to strengthen safe working practices across the site.

Job Description

The HSE Officer will play an important role in maintaining effective health, safety and environmental standards throughout maintenance and shutdown operations. The successful candidate will provide visible HSE support in the field, monitor workplace activities and help ensure that work is planned and completed in accordance with applicable legislation, client requirements and Prommac procedures.

A key part of the role will be conducting regular workplace inspections to identify unsafe conditions, unsafe behaviours and emerging risks. Where concerns are identified, the HSE Officer will communicate these clearly, support practical corrective measures and follow through to ensure that agreed actions are properly implemented.

The position also requires active involvement in hazard identification and risk assessment activities. This includes conducting HIRA processes, reviewing existing risk assessments and ensuring that relevant HSE documentation remains accurate, accessible and aligned with the work being performed. The HSE Officer will also support the management of legal appointments, work permits, personal protective equipment requirements and statutory inspections.

Incident management is another important responsibility. The successful candidate will participate in investigations, determine contributing factors and support corrective and preventative actions that reduce the likelihood of recurrence. Accurate documentation and timely reporting will be essential.

The HSE Officer will regularly engage with the workforce through toolbox talks, safety meetings, site discussions and awareness initiatives. Strong communication skills are therefore essential, together with the confidence to address safety concerns constructively and consistently across different levels of the project team.

Internal and external HSE audits will form part of the role. The HSE Officer will assist with preparation, provide supporting documentation where required and monitor the close-out of identified findings.

HSE Officer Responsibilities

  • Conduct regular site inspections and monitor compliance with HSE legislation, client standards and company procedures.
  • Identify hazards, conduct HIRA activities and maintain current workplace risk assessments.
  • Investigate incidents and support the implementation and monitoring of corrective and preventative actions.
  • Facilitate toolbox talks, safety meetings and practical workforce safety-awareness activities.
  • Support internal and external HSE audits and ensure findings are tracked through to effective close-out.
  • Maintain relevant HSE documentation, records, legal appointments and compliance information.
  • Monitor permits, PPE requirements and statutory inspections applicable to project activities.
  • Promote responsible working practices and reinforce a proactive, zero-harm safety culture across the site.
  • Escalate significant safety concerns promptly and support practical solutions to minimise workplace risk.

Requirements

Minimum of three years’ relevant experience as an HSE Officer, Safety Officer or in a comparable site-based safety position.
Registered with SACPCMP and in good standing.
SAMTRAC, NEBOSH or an equivalent recognised health and safety qualification.
Practical experience in incident investigation and HIRA processes.
Working knowledge of the Occupational Health and Safety Act and applicable Construction Regulations.
Valid First Aid certification.
Computer literacy and the ability to maintain clear, accurate HSE records and reports.
Strong verbal and written communication skills with the ability to engage effectively with a diverse workforce.
Good organisational, analytical and problem-solving skills.
A responsible, safety-focused approach and the ability to work effectively in an on-site maintenance and shutdown environment.
